Infants and Toddlers With Disabilities

In the first years of a child's life, early intervention can make a big difference. Infants and Toddlers with Disabilities (ITD) deliver services to young children early to enhance the child's development.

The Early Care and Education Administration’s (ECEA) Infants and Toddlers with Disabilities (ITD) program tracks the delivery of services to children with disabilities and developmental delays.

  1. Enhance the development of infants and toddlers with disabilities;
  2. Maximize the potential for individuals with disabilities;
  3. Enhance the capacity of families to meet the special needs of their infants and toddlers with disabilities;
  4. To enhance the capacity of state and local agencies and service providers to identify, evaluate and meet the needs of all children.
