Interagency Coordinating Council (ICC) Fact Sheet
The Interagency Coordinating Council (ICC) provides leadership in the city and interagency support in developing a comprehensive, family driven, culturally competent, community-based network of early intervention services that are accessible for all families whose infants and toddlers have disabilities or are at risk for having developmental delays or other special needs.
The ICC fosters interagency collaboration and works to ensure that all infants and toddlers eligible for services in the District of Columbia are served in natural environments that are family centered and culturally appropriate as defined by the family. The ICC supports the policy requirements of the Individuals with Disabilities Education Act Part C by:
1. Ensures that families and other community voices are instrumental in planning activities and services for infants and toddlers;
2. Assures that early intervention services are appropriate;
3. Assists in the development and monitoring of appropriate legislation and policy;
4. Promotes public awareness activities;
5. Promote the activities of comprehensive system of personnel development.
Why ICC exist: Individuals with Disabilities Education Act, (IDEA), Public Law 105-17; Code of Federal Regulations, (CFR) 303.141.
Purpose: To serve as an Advisory Board to the DC Infants and Toddlers with Disabilities Office (ITDO), the lead agency in the District of Columbia for the implementation of the Individuals with Disabilities Education Act (IDEA), Part C.
Duties: Assist and advise the lead agency, (ITDO), in its performance and responsibilities.
Council Members: Are appointed by the Mayor, membership requirements:
a) A minimum of five members shall be parents, (all with children with disabilities age 12 or younger and one parent member shall have a child age six or younger);
b) A minimum of five members are providers of early intervention services;
c) One member should represent the District of Columbia City Council;
d) One representative from the DC Board of Education;
e) One person involved in training of personnel for early intervention programs;
f) A minimum of one member from the State Education Agency on preschool services;
g) At least one member from the agency responsible for Medicaid insurance;
h) And, other members selected by the Mayor. Members serve three-year terms.
Meetings: Take place quarterly. Subcommittees meet more frequently.
